Uttaramerur was originally concieved as a predominantly vaishnavite village. This is probably because Nandhivarman -II was a staunch vaishnavite. In kaasakkudi grants he declares that "he will not bow to anybody or anything except the feet of Mukunda" or something like that.
The Vaikuntha perumal temple in Kanchi is his greatest contribution to Tamilnadu
And in Uttaramerur, he donated a large piece of land to Vaishnavites - brahmins
Giving lands to brahmins was a common deed in those days. These lands were known as Chaturvedhi mangalams. Chaturveda means 4 vedas. Chathurvedhis are people well versed in 4 vedas. This concept of giving land to brahmins and establishing chaturvedhi mangalams was mainly started during the pallava period though the famous Poolankurichi inscription talks about the ch.mangalam grant of a kalabhra king
Being a fresh settlement, every part of the town was planned. As per the vaishnavite aagamas
Aaagamas - apart from temple building - also talk about town planning
Our understanding of Kalabhras is partial and If I may say - sort of imperfect. We were too busy calling the period "Dark age" and stopped all research. It was certainly not a dark age.
